For example, Jacques Delors notes that the building of Europe is part of a “long-term vision” consisting in leading people towards a horizon. On the other hand, Raph Dahrendorf expresses his opinion on the idea of Europe, arguing that “Europe can be an optical illusion”, and that “we need a Europe with flexible institutions, not an European super-state’. Other politicians speak of redefining the goals, of seeing the soul of the figures that stifle them: so many tasks which, the actors of Europe believe, are urgent. But these tasks impose themselves, as do so many requirements induced by properly philosophical questions, like: What was Europe before we wanted to build it?
