Today, almost all states in the world are ethnically mixed, and political regimes and democratic systems of government predominate. One of the best indicators for measuring the existence of real democracy in a state is how the state respects the rights of minorities – how they are defined, how they define themselves in relation to national minorities, whether they are immigrants, natives or ethnic minorities present in that territory for centuries. A fundamental element of any democratic system is the electoral system, which determines who governs and, implicitly, sometimes, how the issue of minorities is approached. Also, the electoral system determines the degree of representation of minorities, electoral thresholds can be established to limit their access to Parliament or preferential seats can be granted.
