This paper, which presents the evolution of the HIV / AIDS epidemic at the global, regional and national levels, is intended to be an analysis of the factors that contribute to the escalation of the HIV / AIDS epidemic, followed by an evaluation of HIV / AIDS prevention measures in Romania and, finally, a recommendation to increase Romania’s protection and combat capacity against this scourge. During the period when I did this work, respectively in the spring of 2007, I tried to use the latest data in order to analyze this scourge. Meanwhile, other editions of the numerous reports underlying this paper have appeared. I admit that I was tempted to update the data for publication, but it would have meant only a large volume of work without a very big impact on the content of the paper. I think that the importance of this book is first and foremost how the problem of HIV-AIDS is analyzed and not so much the presentation of the most recent statistical data. However, the reader will be able to easily find the new data on a particular problem or phenomenon by using, as a starting point, the references on the subject in question, which can be found both in the paper and in the bibliography.
