The idea for this Guide arose as a result of personal institutional experiences from 2004-2008 which showed me that, although in the private sphere and, more and more frequently – although not always consistently and professionally – in the political one , the way we communicate is very close to western standards, but the institutional environment, especially at the level of the central bodies with which we had a direct experience, has not yet completed the process alphabetization in learning the basic dialogue with public opinion. The importance of effective organized communication that follows results that to go beyond organizing an event is not always fully realized. (The author)
