The absorption system of the European funds offered new challenges for the city halls in Romania and to face them they involved all the resources they could mobilize – for me an opportunity to study recurrent themes but to focus the analysis on the concept of administrative capacity, closely related to human resources issues.One of the main merits of this paper is that it does not regard absorption as an endless series of failures to spend money.
